FAQ-263:
Is it acceptable to use DocuSign to complete documents required by the Part 1 Application?
Digital signatures using commercially available software such as DocuSign are acceptable as long as the digital signature is submitted with an accompanying document or information verifying the identity of the signatory (such as the Certificate of Completion if using DocuSign).Applicants complete all required Inserts and upload them to the online Part 1 Form. Inserts may be:
- Printed, signed (with the signature notarized if required), and scanned; or
- Submitted with an acceptable digital signature and a document or information verifying the identity of the signatory (digital signatures are not required to be notarized).
Electronic signatures (e.g., a picture of a signature as opposed to a digital signature entered through commercial software such as that offered by DocuSign) are not acceptable.

FAQ-262:
We've noticed a recent drop in customer counts but did not see a corresponding drop in the hourly load data. Additionally, it appears that the number of customers in the switching statistics file does not align with the number of customers in the customer counts file as of March 2021. Can you please confirm that the customer counts data is correct?

What caused the increase in customers switching out of SSO between June 2021 and July 2021?
Each bidder is responsible for its own independent assessment of all sources of information that may be pertinent and is responsible for making all investigations it deems necessary or advisable in its sole discretion before deciding to participate in any auction under AEP Ohio’s CBP.Please note that the Auction Manager posted the following revised data files to the Data Room of the CBP website on October 28, 2021:
• AEP Ohio SSO Customer Counts
• AEP Ohio Switching StatisticsAdditionally, the Auction Manager posted updated Government Aggregation data to the “Additional Data” section of the Data Room of the CBP website on October 25, 2021. The data is updated through the month of September 2021.

FAQ-260:
Is the schedule provided with the Part 2 Notification final?
The Auction Manager sends the “Part 2 Notification” to bidders that have met all the requirements to become a Registered Bidder. Bidders that satisfied the requirement of the Part 2 Application for the November 2021 Auction were provided with a Part 2 Notification on October 26, 2021. The auction schedule provided with the Part 2 Notification is the schedule expected to be used during the Auction on November 2, 2021. Please note that the auction schedule is subject to change. The Auction Manager may issue a new schedule on the day prior to the Auction. The Auction Manager may also advise bidders by system mail within the auction software of changes to the pre-set schedule.

FAQ-259:
Will a bidder that's won tranches in a previous auction be required to execute a new Master SSO Supply Agreement should that bidder win tranches in the November 2021 Auction?
Under the CBP approved by the Commission as part of AEP Ohio’s Amended ESP III, a bidder must execute a new Master SSO Supply Agreement each time a bidder wins tranches in an auction under that ESP (assuming that the Commission accepts the results of the auction). A bidder may not amend an existing Master SSO Supply Agreement to reflect a bidder’s new or additional obligations.

The Data Room contains the most up-to-date information available for the data series that are updated monthly. The files available on the Data Room page are typically updated monthly, on or before the 20th of each month. No additional data is expected to be posted prior to the November 2021 Auction at this time.

The Master SSO Supply Agreement for the November 2021 Auction has not changed from the March 2021 Auction and thus a redline will not be provided.

The Data Room contains the most up-to-date information available for the data series that are updated monthly. The files available on the Data Room page are typically updated monthly, on or before the 20th of each month. Data updated through July 2021 is expected to be posted by the 20th of October 2021.

FAQ-255:
Where should we provide the pre-bid letter of credit?
A Qualified Bidder must provide a pre-bid letter of credit or cash in an amount of $500,000 per tranche of the indicative offer at the maximum starting price. If submitting a pre-bid letter of credit, you must either use the standard form or incorporate only those modifications to the pre-bid letter of credit found acceptable by AEP Ohio and posted to the CBP website. The pre-bid letter of credit is electronic only. The original pre-bid letter of credit must be sent via electronic means only to the Auction Manager at AEP-CBP@nera.com. No hardcopy original should be sent. The electronic PDF file of the Letter of Credit serves as the operative instrument.Alternatively, if submitting cash, you must request instructions from the CBP Auction Manager via email at AEP-CBP@nera.com.

FAQ-254:
Is it a requirement that the title of the individual signing the Representative Designation Insert (#P1-1) include the word "officer" or "director"?
An officer or director of the Applicant designates an individual (called the “Representative”) to represent the Applicant in the auction. The Representative is the only person authorized to designate a person other than himself or herself to submit bids in the auction. The officer or director of the Applicant must designate the Applicant’s Representative by completing the Representative Designation Insert (#P1-1). The certification must be signed by the officer or director. The person making this certification cannot be the Representative or any of the Nominees. It is not a requirement that the individual making this certification have the word “officer” or “director” in their title; however, the individual must certify that they are an officer or director of the Applicant, empowered to undertake contracts and bind the Applicant.The Representative Designation Insert (#P1-1) is available on the application website.
