FAQ-300:
Is there a product schedule available for future auctions?
On January 6, 2023, AEP Ohio filed an Application seeking to implement its fifth Electric Security Plan (“ESP V”) for a period to commence on June 1, 2024 (Case No. 23-23-EL-SSO). AEP Ohio included within its Application a proposed product schedule (see page 19 of the PDF here). On September 6, 2023, AEP Ohio and other parties to the proceeding filed a Joint Stipulation and Recommendation (“Stipulation”) recommending that the Public Utilities Commission of Ohio (“Commission”) approve AEP Ohio’s application as modified by the Stipulation. Among other things, the Stipulation modifies the term length of ESP V to commence on June 1, 2024 and continue through May 31, 2028 instead of commencing on June 1, 2024 and continuing through May 31, 2030 as proposed in AEP Ohio’s ESP V Application.As the Stipulation is still being considered by the Commission, a schedule of future auctions is not currently available. However, to ensure that its SSO obligation is met on and after June 1, 2024, on September 15, 2023, AEP Ohio filed a Motion for Interim Relief to conduct a November 2023 auction consistent with the competitive bidding process approved in AEP Ohio’s ESP IV (“Motion for Interim Relief”). The Motion for Interim Relief requested that AEP Ohio be able to hold a November 2023 auction and offer 50 tranches of a 12-month product with a supply term beginning June 1, 2024. Additionally, on December 21, 2023, AEP Ohio filed a Motion for Interim Relief to conduct a March 2024 auction consistent with the competitive bidding process approved in AEP Ohio’s ESP IV (“Second Motion for Interim Relief”). The Second Motion for Interim Relief requested that AEP Ohio be able to hold a March 2024 auction and offer 50 tranches of a 12-month product with a supply term beginning June 1, 2024.
The Commission issued an Entry approving these Motions for Interim Relief on September 20, 2023 and January 10, 2024, respectively. The November 2023 auction was held on November 28, 2023. Has AEP Ohio filed a response to the September 7, 2022 Commission Entry in Case No. 00-2317-EL-GAG for a “minimum stay” term related to government aggregation?
Each bidder is responsible for its own independent assessment of all sources of information that may be pertinent and is responsible for making all investigations it deems necessary or advisable in its sole discretion before deciding to participate in any auction under AEP Ohio’s CBP.The Public Utilities Commission of Ohio’s (“Commission’s”) September 7, 2022 Entry in Case No. 00-2317-EL-GAG (available here: https://dis.puc.state.oh.us/ViewImage.aspx?CMID=A1001001A22I07B40751C01642) directed the EDUs to work with Commission Staff “to develop proposed amendments to their respective supplier tariffs providing for a ‘minimum stay’ to prevent governmental aggregators from prematurely returning customers to default service and then, within an unreasonable short time, reenrolling such customers in a new aggregation program”. AEP Ohio filed an “Application Not for an Increase in Rates” in response to the Commission’s September 7th Entry on December 8, 2022, which includes proposed new language to the Company’s Terms and Conditions (available here: https://dis.puc.state.oh.us/ViewImage.aspx?CMID=A1001001A22L08B61405G01644 in Case No. 22-1140-EL-ATA).

Will the load of Percentage of Income Payment Plan (“PIPP”) customers be included in the obligation for the SSO Load procured in the November 2022 Auction for delivery year 2023/24?
Please see paragraph I.1.4 of the CBP Rules, which states “As a result of the Commission’s Order in Case No. 16-247-EL-UNC issued on March 2, 2016, AEP Ohio removed the load of Percentage of Income Payment Plan customers (“PIPP Customers”) from the SSO auction product starting with the fourth auction of AEP Ohio’s CBP under ESP III.”

FAQ-285:
Can AEP Ohio provide aggregation data or other general information regarding the recent announcement by the Northeast Ohio Public Energy Council (“NOPEC”) to return customers to SSO? Can AEP Ohio identify which communities within the AEP Ohio territory will be affected?
AEP Ohio makes available on an occasional basis data regarding municipal aggregation (https://www.aepohiocbp.com/index.cfm?s=dataRoom&p=monthly). The most recent AEP Ohio Aggregation file posted to the Data Room on the website reflects billed load and customer data as of 9/30/2022. The billed load data for August and September 2022 reflects preliminary load data at this time as post-60 day settlement PJM data is not yet available for these months and therefore would not reflect the load transfer from the NOPEC program back to SSO in these months. Given the ongoing proceeding related to the NOPEC program, AEP Ohio has decided to provide the names of the two Municipalities (the City of Lancaster - Fairfield County and the City of Tiffin) that are included as part of the transfer.Please see Docket No. 00-2317-EL-GAG for additional information related to NOPEC’s Notice of Material Change. FAQ-280:
What is the contingency plan if an auction fails to procure all available tranches in an auction?
The contingency plan is provided in Article IX of the CBP rules.If an auction fails to procure all needed SSO Supply, the unfilled tranches will be offered in the next auction under the CBP. If the delivery period for the unfilled tranches starts prior to the next scheduled auction under the CBP, AEP Ohio will procure SSO Supply in PJM administered markets. In that case, AEP Ohio will procure such SSO Supply from the start of the delivery period until the last day of the month after the month during which the auction in which the unfilled tranches are offered is held.
If unfilled tranches are re-bid in an auction, and they remain unfilled after being offered at auction a second time, AEP Ohio will procure SSO Supply in PJM-administered markets for the remainder of the delivery period of the unfilled tranches.

FAQ-279:
Are there criteria for the Commission to accept the auction results?
As stated in Section VIII.1.3 of the CBP Rules, the Commission has a two (2) business day window from the conclusion of the auction for review of the results. The Commission may reject the results of the auction, through an Order filed within the review window, based upon a report from the Auction Manager or the Commission Consultant that the auction violates a specific CBP rule in such a manner so as to invalidate the auction or if the Commission determines that one or more of the following criteria were not met:• The auction was oversubscribed on the basis of the indicative offers received in the Part 2 Application;
• There were four (4) or more bidders;
• No bidder won more than 80% of the tranches available at the start of the auction.
Otherwise, the Commission shall accept the auction results.
