FAQ-293:
Although the pre-bid letter of credit is electronic only, our bank requires a physical address for the beneficiary to be able to issue the pre-bid letter of credit. Can you please provide an address for the beneficiary?
Please see acceptable modification B.5 of the final list of acceptable modifications to the pre-bid letter of credit available here. Acceptable modification B.5 is provided below. Please note that you must either use the standard form of the pre-bid letter of credit or incorporate only those modifications to the pre-bid letter of credit found acceptable by AEP Ohio and posted to the CBP website. The pre-bid letter of credit is electronic only. The original pre-bid letter of credit must be sent via electronic means only to the Auction Manager at AEP-CBP@nera.com. Has AEP Ohio filed a response to the September 7, 2022 Commission Entry in Case No. 00-2317-EL-GAG for a “minimum stay” term related to government aggregation?
Each bidder is responsible for its own independent assessment of all sources of information that may be pertinent and is responsible for making all investigations it deems necessary or advisable in its sole discretion before deciding to participate in any auction under AEP Ohio’s CBP.The Public Utilities Commission of Ohio’s (“Commission’s”) September 7, 2022 Entry in Case No. 00-2317-EL-GAG (available here: https://dis.puc.state.oh.us/ViewImage.aspx?CMID=A1001001A22I07B40751C01642) directed the EDUs to work with Commission Staff “to develop proposed amendments to their respective supplier tariffs providing for a ‘minimum stay’ to prevent governmental aggregators from prematurely returning customers to default service and then, within an unreasonable short time, reenrolling such customers in a new aggregation program”. AEP Ohio filed an “Application Not for an Increase in Rates” in response to the Commission’s September 7th Entry on December 8, 2022, which includes proposed new language to the Company’s Terms and Conditions (available here: https://dis.puc.state.oh.us/ViewImage.aspx?CMID=A1001001A22L08B61405G01644 in Case No. 22-1140-EL-ATA).

When is data through October 2022 expected to be posted to the AEP CBP website?
The Data Room contains the most up-to-date information available for the data series that are updated monthly. The files available on the Data Room page are typically updated monthly, on or before the 20th of each month. As such, data updated through October 2022 is expected to be made available on or before January 20, 2023.

Can a Qualified Bidder revise its indicative offer at the Minimum and Maximum Starting Prices to change its initial eligibility after the deadlines relating to the Part 2 Application have passed?
With the Part 2 Application, a Qualified Bidder must provide an indicative offer and post pre-bid security sufficient to support its indicative offer at the maximum starting price. The indicative offer at the maximum starting price provided in the Part 2 Application determines the bidder’s “initial eligibility”, which is the maximum number of tranches that a bidder can bid in the first round of the auction. Part 2 Applications were submitted to the Auction Manager by the Part 2 Date. Once the deadlines related to the Part 2 Application have passed, a Qualified Bidder can no longer revise its indicative offer to change its initial eligibility.Once the deadlines related to the Part 2 Application have passed, as required under the CBP Rules, the Auction Manager prepares documentation and information that is provided to Registered Bidders on the basis of information submitted in Part 2 Applications. For example, the Part 2 Notification includes a Registered Bidder’s initial eligibility. The Auction Manager also provides the total initial eligibility in the Auction at the time of the Part 2 Notification. Further, as described in the CBP Rules, the Auction Manager may use the indicative offers and preliminary interests to inform the setting of the round 1 price. The Auction Manager informs all Registered Bidders of the round 1 price in the auction no later than three (3) days before the auction.

When and how are credit-based tranche caps determined and can we provide any updated or additional information after the Part 1 Application deadlines pass to change the credit-based tranche cap assigned to the bidder (or the bidder’s guarantor)?
The Bidding Rules for the Auctions Under the Competitive Bidding Process of Ohio Power Company (“CBP Rules”) govern the application process for the Auctions for SSO Supply held under AEP Ohio’s Electric Security Plan IV. The CBP Rules are available on the Documents page under the heading “Auction Documents”. The credit-based tranche cap is set in accordance with Paragraph IV.1.2 of the CBP Rules, which states that the financial information provided in the Part 1 Application will be used to determine the credit-based tranche cap for the bidder (or the bidder’s guarantor). In particular, the credit-based tranche cap is determined based on the credit ratings available for the bidder (or the bidder’s guarantor) in accordance with Table 2 of the CBP Rules.In the Part 1 Application, an Applicant must select whether the Applicant is relying on its own financial standing or relying on the financial standing of a Guarantor and must provide financial and credit information for the entity selected for purposes of a creditworthiness evaluation. Once the deadlines related to the Part 1 Application have passed this selection can no longer be changed for purposes of the bidding process.

FAQ-288:
Will an SSO Supplier under AEP Ohio’s ESP IV that has won tranches and executed the Master SSO Supply Agreement in a previous auction be required to execute a new Master SSO Supply Agreement should that SSO Supplier win tranches in the upcoming November 2022 Auction?
Under the CBP approved by the Commission as part of AEP Ohio’s ESP IV, a bidder must execute a new Master SSO Supply Agreement each time a bidder wins tranches in an auction under that ESP (assuming that the Commission accepts the results of the auction). A bidder may not amend an existing Master SSO Supply Agreement to reflect a bidder’s new or additional obligations.

FAQ-287:
Will the load of Percentage of Income Payment Plan (“PIPP”) customers be included in the obligation for the SSO Load procured in the November 2022 Auction for delivery year 2023/24?
Please see paragraph I.1.4 of the CBP Rules, which states “As a result of the Commission’s Order in Case No. 16-247-EL-UNC issued on March 2, 2016, AEP Ohio removed the load of Percentage of Income Payment Plan customers (“PIPP Customers”) from the SSO auction product starting with the fourth auction of AEP Ohio’s CBP under ESP III.”

Please provide hourly load, PLC, NSPL, and customer counts data for the communities served by the Northeast Ohio Public Energy Council (“NOPEC”).
Historical hourly energy and monthly customer counts are reported at the aggregate AEP Ohio zone and provided in two files, one for SSO customers and one for CRES customers. Within each file, data is broken down into two customer groups, Residential and Commercial and Industrial ("C&I"). Detailed PLC and NSPL data by customer group are not available. The Data Room contains the most up-to-date information available for the data series that are updated monthly. A change in the way that the PLC, NSPL, Hourly Energy, and Customer Count data is reported in the Data Room will not be made at this time.Please see response to FAQ-285.

FAQ-285:
Can AEP Ohio provide aggregation data or other general information regarding the recent announcement by the Northeast Ohio Public Energy Council (“NOPEC”) to return customers to SSO? Can AEP Ohio identify which communities within the AEP Ohio territory will be affected?
AEP Ohio makes available on an occasional basis data regarding municipal aggregation (https://www.aepohiocbp.com/index.cfm?s=dataRoom&p=monthly). The most recent AEP Ohio Aggregation file posted to the Data Room on the website reflects billed load and customer data as of 9/30/2022. The billed load data for August and September 2022 reflects preliminary load data at this time as post-60 day settlement PJM data is not yet available for these months and therefore would not reflect the load transfer from the NOPEC program back to SSO in these months. Given the ongoing proceeding related to the NOPEC program, AEP Ohio has decided to provide the names of the two Municipalities (the City of Lancaster - Fairfield County and the City of Tiffin) that are included as part of the transfer.Please see Docket No. 00-2317-EL-GAG for additional information related to NOPEC’s Notice of Material Change.
