FAQ-109:
Is the MW-Measure announced on March 9, 2016 applicable to SSO Suppliers that won tranches in the first three auctions under AEP Ohio’s CBP or is it applicable to SSO Suppliers that will win tranches in the March 2016 Auction, the fourth auction under AEP Ohio’s CBP?
The MW-Measure announced on March 9, 2016 is the weighted average of the MW-Measure applicable to SSO Suppliers that won tranches in the first three auctions and the MW-Measure applicable to SSO Suppliers that will win tranches in the March 2016 Auction. Please see the table provided in FAQ FAQ 108.SSO Suppliers that won tranches in the first three auctions continue to provide supply for PIPP customers as well as for SSO customers. Thus, together these SSO Suppliers are responsible for 83% of SSO customers and 83% of PIPP customers. The total PLC for those 83 tranches is 2,180.08 MW, or 26.27 MW/tranche.
SSO Suppliers that will win tranches in the March 2016 Auction will provide supply for SSO customers only (and not for PIPP customers, who will be served by the CRES Supplier that wins the RFP auction process). Thus, together these SSO Suppliers will be responsible for 17% of SSO customers (and 0% of PIPP customers). The total PLC for those 17 tranches is 384.64, or 22.63 MW/tranche.
The announced MW-measure of 25.65 is the weighted average of these MW-measures ((.83)*26.27+(.17)*22.63)) and is thus a MW-Measure representative of the SSO Load as a whole.
Bidders are reminded that these MW-measures are calculated for informational purposes only. AEP Ohio does not represent that a tranche will have the loads announced or any particular value. The actual SSO Load will depend upon many factors including customer migration to CRES providers and weather conditions. Bidders are responsible for evaluating the uncertainties associated with the SSO Load for which they are responsible for providing supply.

The table above shows the calculation. The total PLC for SSO is the sum of:- 2,180.08, which is 83% of SSO customers and 83% of PIPP customers; and
- 384.64, which is 17% of SSO customers (and no percentage of PIPP customers).
This total is 2,564.72 (rounded to 2,565 MW). The MW-measure for a 1% tranche is then 1% of 2,565 or 25.65 MW.

FAQ-107:
Supply for an additional 34% of the PIPP Load is expected to be procured through a separate RFP auction process in Spring 2017. What will be the effect on the PLC and MW-measure in the SSO auction of this further transition of PIPP customers?
The PLC associated with the SSO Auction will, at that time, reflect the exclusion of 51% of the PIPP Load (17% procured through a separate RFP auction process in 2016 and 34% procured in 2017). Thus, the MW-measure, which is simply 1% of the PLC associated with SSO Load, will be reduced accordingly.

FAQ-106:
How does the March 2nd PUCO Order change the auction product under AEP Ohio’s CBP?
On March 2, 2016, the Public Utilities Commission of Ohio issued a Finding and Order in Case No. 16-247-EL-UNC. To comply with this Order, AEP Ohio is removing the load of Percentage of Income Payment Plan customers (“PIPP Customers”) from the auction product under AEP Ohio’s CBP. This change is effective starting with the fourth auction under AEP Ohio’s CBP and only affects auctions under AEP Ohio’s CBP going forward. Master SSO Supply Agreements signed pursuant to winning bids in prior auctions under AEP Ohio’s CBP are unaffected by this Order.

If the RFP auction process fails to procure supply for PIPP Customers, will SSO Suppliers be required to serve the PIPP load?
No. If the initial RFP auction process was not successful, then a supplemental RFP auction would be held. If the supplemental RFP auction was also unsuccessful, then AEP Ohio would procure supply through the market.

Are there additional requirements in order for bidders to participate in the upcoming CBP auction as a result of the March 2nd Commission Order?
Yes. The CBP Rules and the Master SSO Supply Agreement will be revised to comply with the Commission Order. Bidders will be required to agree to the terms of the revised CBP Rules and revised Master SSO Supply Agreement as a condition of qualifying to bid in the auction.Bidders will provide this agreement by completing Insert #P2-C, which can be found in the updated Part 2 Inserts zip file: https://aepohiocbp-application.com/part-2-inserts.
